An individual configuration of the Control Center could be offered by using the 'Tap and Hold' gesture which could open a drop-down menu with functionalities also available in 'Settings'.
Admittedly the usefulness of functionalities is very personal.
I for example miss a control for activating and deactivating 'Cellular Data' and 'VPN'.
The Control Center is a great step forward and I think it wouldn't affect Apple's philosophy of 'seamless usage' if the possibility of configuring the functionalities would be added.
Additionally the features should be designed consistently. There are features controlling connectivity via WiFi and Bluetooth but not for VPN and Cellular Data. Consistency is an essential part of seamless usage when it comes to design software. Users always expect similar functionalities in one and only one place.
Within Settings seamless usage could be improved by a 'Search' feature. I never saw this feature, neither in iOS nor in Windows although the number of settings is constantly growing.
