The difference between "search engine marketing" and SEO is that SEM is primarily pay per click (PPC) via search engines, whereas SEO is primarily tweaking web pages for performance in "organic" search results (SERPs) where 85% of visitors go for more reliable results. Anyone can pay for anything at the top of SERPs. Doesn't mean it's what you're looking for. A paid ad headlined "Nursery Rhymes" could link to a hate, bomb making site. (They'd get a low "quality score" costing them more to advertise but that's a another post for another day)

SEO is better value than SEM in most situations.
(an exception example where SEM might be better value would be promotion of a weekend concert or where your company has deep pockets with lots to gain such as big online travel agencies like 'Agoda'). The most famous PPC brand name is Adwords by the American media buyer "Google". It's one way how Google earns. Google don't give you information for the love of mankind. The day they stop giving reliable search results below paid ads (organic area) is the day people would switch to using a more reliable search engine.

To iterate: When you're bidding per click in Adwords you're engaging in SEM.
