It's a classic example of invading your space.

We all have private space for ourselves. Space for friends and family. Then there's work space with colleagues. Finally there is public space.

People like this guy wants to encroach on it. Much like a stalker wants to get close to you for his/her obsessions. They know it's about power and control.

Like stalkers they will skirt the law, as they made sure to read what they can and can't do.

How do you change it? Know your rights and don't let people push you around. He's also doing it because he thinks he can get away with it, as "black people don't call the cops, just look" for a reason why.

You can't drop out. If you do, they win. They bank on you being submissive, instead of standing your ground (despite the usual person doing this is a coward, who hides behind those glasses).
