I have two favorite RPGs that do a lot with minimal words: Searchers of the Unknown and Lasers and Feelings.

I love Searchers because it's both a game and a manifesto. It starts by saying "Let's simplify D&D" and shows you how to do it. And in a single page, you have the entire game. There's plenty of room for improvements and changes and more elegance, but you get a fully playable game very quickly, as well as a mindset about playing it.

John Harper's Lasers and Feelings is just plain tightly written. Every word feels carefully chosen and communicates intent. Even better, it lets you play a very particular kind of game, one that relatively few popular systems support.
