If heroin was available on prescription, would using it make it 'OK', if it was proven to help people with a mental illness get a bit of peace? What about cocaine?

Now, if the  highly addictive psych drug Ativan was sold on the street, instead of being prescribed, what that make it 'not OK?' 

What difference does the prescription really make? And are mood-altering drugs bad, or good?
