During, I think the seventies and eighties, he maneuvers his way into the US government manages to strip Steve Rogers of his title as captain America. But the scary thing is that his modus operandi has always been subversion of some kind. Infiltrate the system then remake from within to fit his needs. Most villains are usually direct, Red Skull prefers the more viral approach but because of this or maybe in spite of the system he chooses to infiltrate he actually has no identity.
