Is it true that atmospheric ionizing radiation measurements are really lower in Tokyo Japan than in Auckland New Zealand?

In March 2014, the Tokyo Metropolitan Institute of Public Health reported that radiation levels in Tokyo  were at the same level they were before the Fukushima nuclear disaster and were now below Paris, London and Seoul.

In fact the measurement they gave is lower than independent atmospheric testing in Auckland, New Zealand, a nuclear free zone - adding further doubt as to the credibility of information the Japanese public is being provided.

In addition, there have been 75 reported confirmed or suspected cases of thyroid cancer in the 254,000 Japanese tested under the age of 20 - which Japanese officials are claiming is unlikely to be due to the disaster because these cases are being found earlier than they were following the Chernobyl nuclear accident.

This is despite the fact that in the US the rate of thyroid cancer is 12.9/100,000 and only 1.8% of people with a new diagnosis of thyroid cancer are under 12.

This article raises concerns regarding secrecy (and possibly misinformation) regarding the health of those affected by the Fukushima disaster - and the related on-going nuclear fall-out.

The Japanese government has set so-called safe annual exposure to radiation (20 mSv/yr) which is far in excess of international standards.

The Japanese people have been told that radiation exposure levels at a level that is well in excess of the average exposure of workers in uranium mines and the nuclear industry is OK

There is no doubt that the Japanese government are setting so-called "safe" levels (there being no proven safe level) of exposure to background radiation at substantially higher levels than international guidelines is a matter of political convenience, not indicative of safety.

The image below which shows average annual dose from natural radiation sources in a number of countries [Note - the US is excluded. I wonder what the average radiation dose is in the US?] comes from the World Nuclear Association (ie the nuclear industry itself). 

20mSv/year is the current upper limit of exposure for nuclear industry employees and uranium miners.

You will see that the average dose (above the generally low background) to Australian uranium miners and US nuclear industry workers, above background and medical is only 1.5 to 2.5 mSv/year.

Health Effects of Radiation Exposure

The following info is from the US Environmental Protection Agency (EPA) - which has a more human health focus than its other nuclear affiliated agencies that are on the banana wagon.

What kinds of health effects does exposure to radiation cause?
In general, the amount and duration of radiation exposure affects the severity or type of health effect. There are two broad categories of health effects: stochastic and non-stochastic.

Stochastic Health Effects

Stochastic effects are associated with long-term, low-level (chronic) exposure to radiation. ("Stochastic" refers to the likelihood that something will happen.) Increased levels of exposure make these health effects more likely to occur, but do not influence the type or severity of the effect.

Cancer is considered by most people the primary health effect from radiation exposure. Simply put, cancer is the uncontrolled growth of cells. Ordinarily, natural processes control the rate at which cells grow and replace themselves. They also control the body's processes for repairing or replacing damaged tissue. Damage occurring at the cellular or molecular level, can disrupt the control processes, permitting the uncontrolled growth of cells cancer This is why ionizing radiation's ability to break chemical bonds in atoms and molecules makes it such a potent carcinogen.

Other stochastic effects also occur. Radiation can cause changes in DNA, the "blueprints" that ensure cell repair and replacement produces a perfect copy of the original cell. Changes in DNA are called mutations.

Sometimes the body fails to repair these mutations or even creates mutations during repair. The mutations can be teratogenic or genetic. Teratogenic mutations are caused by exposure of the fetus in the uterus and affect only the individual who was exposed. Genetic mutations are passed on to offspring.

Non-Stochastic Health Effects

Non-stochastic effects appear in cases of exposure to high levels of radiation, and become more severe as the exposure increases. Short-term, high-level exposure is referred to as 'acute' exposure.

Many non-cancerous health effects of radiation are non-stochastic. Unlike cancer, health effects from 'acute' exposure to radiation usually appear quickly. Acute health effects include burns and radiation sickness. Radiation sickness is also called 'radiation poisoning.' It can cause premature aging or even death. If the dose is fatal, death usually occurs within two months. The symptoms of radiation sickness include: nausea, weakness, hair loss, skin burns or diminished organ function.

Medical patients receiving radiation treatments often experience acute effects, because they are receiving relatively high "bursts" of radiation during treatment. But exposure to medical radiation is usually dealt with separately from background radiation. Background radiation is the issue here.

Is any amount of radiation safe?

There is no firm basis for setting a "safe" level of exposure above background for stochastic effects. Many sources emit radiation that is well below natural background levels. This makes it extremely difficult to isolate its stochastic effects. In setting limits, EPA makes the conservative (cautious) assumption that any increase in radiation exposure is accompanied by an increased risk of stochastic effects.

★★★ 省エネこそ、脱原発への大きな力です! ★★★

 脱原発へ向けて、数多くのクリーンエネルギーや代替エネルギーの開発が世界中で進んでいます。それは、けして悪いことではありません。
 しかし、それが開発されるまでには、莫大な時間とコスト…。ヘタをすると多くの電力や化石燃料が使用されることとなります。太陽光などのパネル蓄電システム生成にもしかり…。それらの最終処分にもしかり。
 最も悪いのは、現在進行してい「エコ」という名のもとの嘘…例えば、オール家電・大型家電、電気自動車の普及促進などなど。
 ごくごく単純に考えてみてください。これらの普及は、国内の電力需要を増大させ、「発電所」を増設しなければ、生活できない状態となってしまうはずです。
 地球温暖化防止策であるはずの、CO2削減ということのパラドックスに気づいてもらいたい。
 家電や電気自動車の普及は、一見するとエコです。排気ガスを抑制するから…。しかし、もとをただすと、原発のみならず、火力発電という大元でのCO2を増加させることとなるはずです。
 今から約40年前の日本の生活を考えてみてください。国内で必要とされるエネルギーの絶対量がどの程度のものだったか…。
 「需要があるから、供給がある」、「需要がなければ、供給もない」…もしかすると、原発を推進しているのは私達に他ならないのかも…。 
 結論として、何がエコで、原発の脅威から遠ざかることができるか?というと、可能な限り「電気に依存しないこと」→「節電」だと感じました。
 ひとりひとりが、そのシステムに気づき、日常生活で実践することがベストだと思います。そんな思いから、この取り組みを実践しています。
