Is it possible to run a school with Microsoft technolgies without managing servers at all?

...I have a teacher who is looking for an application that will allow students to drag from a column and match it with information in another column. She is ideally looking for an application that will reject the answer if it is wrong and return it to the original column. I know that this is possible with SMART software, but she is looking for something that students can do on an individual device and not as a whole group. Thoughts? Ideas?

P.S. I hope that wasn't too confusing!
