Most non-government group home service providers are short-changed by the major state governments in respect to support service costs:

Government funding per user of government provided accommodation support services in group homes v Government funding per user of non-government provided accommodation support services in group homes – 2014 to 2015

NSW VIC QLD WA SA
GOV $160,603 149,754 280,025 211,688 146,640
NGO $157,178 91,765 140,701 162,730 112,386
Rip-offs $ 34,250 57,989 139,324 48,958 34,254

In Summary (Rip-offs):
NSW pays itself $ 34,250 more than its NGOs for providing a similar service
VIC $ 57,989
QLD $139,025
WA $ 48,598
SA $ 34,254

Confirmation of the above can be found on pages 295 and 296 of Chapter 15 of the 2017 Report on Government Services by the Productivity Commission. Link below -

A one legged construction worker doesn't let his disability stand in the way of him working hard to support himself and his family.
In China, you have to have a can-do attitude and pull your weight to survive. There is no extensive social safety network there.

The In-Kind NDIS Funding Threat, by Disability Services Consulting:

• In-kind is potentially the biggest threat to choice and control.
• Only in exceptional circumstances can you change providers with in-kind.
• In-kind services provide no service agreements.

Pseudo Public Servants:

HACSU is determined to keep its members, even if the DHHS is moved out of direct service provision.

This union is pressing for its members within DHHS group home direct service provision to be guaranteed at least 5 years continued employment with any NGOs who eventually takeover service provision in what are now DHHS group homes.

Currently, DHHS direct care staff have secure public service employment, almost no matter what they do or don’t do.

With a 5 year guaranteed employment deal, NGOs will have pseudo public servants with the power to disrupt the need for their NGO service provider to set, monitor and maintain staff work value expectations to ensure the NGO is able to meet the expectations of service agreements made with their clients (people with disabilities and their stakeholders)
