Now as Far as I know punishment is for the observer not the intended Victim, or the person being punished. That said. If the person getting punished stops what He/She did. Then it worked for them. In most cases it only makes them worse, or frightened. They will act to prevent it from happening again. I have found that People look at punishment with Puzzlement because our punished individuals are hidden from View. For a Deterrent to work! It Must be Public and Known to all. Hiding it makes it unproductive, and unworthy as a deterrent.
