Here's an article by +Mark Traphagen who has done a few experiments with +Post Ads. 

They're not really off to the start I was personally hoping for. I am guessing a lot of people are hovering over them or clicking on them to see what they do (which is in the article, too). Time will tell.. 

Anyways it is a great read if you're considering +Post Ads. I'd love to hear from others when you get them going and how they are working (or not working) for your specific ad or niche.

I intend to try out the new ads promoting the post below. I have filled in all the information needed and I am waiting right now for the aproval of the ad.
I did it 1 day ago.
How long could it take. Is there something wrong with the post?

How easy would it be to get around the 1,000 user minimum?

It appears it would be very easy to work around the 1,000 user minimum. Let's say you have 1 follower and would like your G+ content promoted. A page with 1,000 followers could share it, then it could be promoted via Adwords. (I haven't tried this and have no plans to, just thinking out loud here.)
