Theoretical and practical conference “International cooperation for innovations development” was held at the International Centre for Scientific and Technical Information (ICSTI, Moscow) on 29 November 2016. ICSTI and Harbin International Technology Transfer Service Center were the organizers of the event. The theoretical and practical conference became the first event conducted under the Cooperation Agreement signed in 2016.
Leaders of the major enterprises and scientific and public institutions of China, ICSTI Community’s representatives from DPRK, Hungary, Russia, as well as partners from South Korea and France, took part in the Conference. Director of ICSTI Evgenii Ugrinovich informed the participants about the mission and projects of the international organization dedicated to rendering comprehensive support to and adaptation of scientific, technical, and innovative developments. CEOs of research-and-production companies and leaders of public organizations and higher education institutions also told of their projects and proposals. The reports and presentations aroused keen interest of those present and served the subjects of discussions at a “Round table”. Preliminary schedules of joint projects realization were drafted out.
Efficiency of the workshop as regards cooperation development was highly appreciated by the participants.

November 28: the official visit of the Mongolian delegation took place. The delegation included Mr. Zh. Batsuur, Minister of Education, Culture, Science, and Sport, Ms. B. Delgermaa, Ambassador Extraordinary and Plenipotentiary of Mongolia to Russia, and Academician D. Regdel, President of the Academy of Sciences of Mongolia and Embassy officials. Director of ICSTI Mr. E. Ugrinovich informed the Delegation about the current cooperation development projects in the field of information and technology transfer and new partner relations establishment; Mr. E. Ugrinovich has invited Mongolian innovative enterprises to participate in business incubation on ICSTI’s platform.
President of the Academy of Sciences of Mongolia Academician D. Regdel was officially presented by the Minister Zh. Batsuur as a new Plenipotentiary Representative of Mongolia at ICSTI.
Issues of scientific publications peer reviewing and those of building a multilanguage platform for national sciences’ prestige enhancement and maintenance of scientific knowledge reliability were discussed. Parties have expressed confidence in successful continuation of the cooperation within the framework of ICSTI Community.

ICSTI has taken part in the work of the X International Biotechnology Forum and Exhibition “RosBioTech-2016”. The goals of the Forum are the establishment of partner relations in science, industry, and business and rendering assistance in science-intensive produce production and promotion, as well as in developments commercialization.
Developments from ICSTI-member and –partner countries, in particular, from Czech Republic, Georgia, Moldova, Russia, and Ukraine, were presented at the joint stand of ICSTI.
RosBioTech-2016 is a specialized ground, where the following events have taken place: the plenary meeting with the participation of BRICS countries’ representatives “Priorities of modern bioindustry: environment and green technologies, food safety, and health of a nation”, international conferences “Functional foods” and “Green economy: quality of life and active longevity”, and Russia-ACEAN workshop “Biotechnological developments in joint projects”.

The issues of expansion of cooperation with scientific, educational, public organizations were discussed during the meeting of the ICSTI Director Evgeny Ugrinovich with a delegation of the diplomatic mission of the Republic of Cuba in the person of Ambassador Extraordinary and Plenipotentiary Mr. Emilio R. Lozada Garcia and counselor Mr.Rolando L. Layas Bu.
The parties have made preliminary plans for joint participation in international events and projects, mapped out the contours of further development of bilateral relations and agreed to deepen the cooperation of ICSTI with scientific organizations and the diplomatic representation of the Republic of Cuba.
In particular, special attention was paid to the projects of ICSTI in the field of development of innovation platforms, extension of international programs for the citation indices of scientific papers and the dissemination of scientific information.

On September 14, 2016, a Cooperation Agreement between ICSTI and Harbin International Technology Transfer Service Center (HITTSC) was signed. The Agreement is based on mutual interest in maintenance of the International Innovation Promotion Platform of ICSTI and development of relations between enterprises and organizations from China and ICSTI member countries. Organization of scientific and technology exchange between Chinese universities, research institutions, and enterprises and the partners from ICSTI member countries is outlined in the program of cooperation. The parties intend to stimulate strategic cooperation on development of Eurasian market of new and hi-tech industries and further progress of databases on scientific and technical cooperation and to implement projects on other world community’s organizations and enterprises joining the innovation and economic cooperation. Cooperation of HITTSC and ICSTI will positively impact realization of the 45th Parallel North interstate programs and the new program “Blueprint on Innovative Growth” signed in Hangzhou (China) by the leaders of G20 member countries in September 2016. The program is developed by the leading experts of UNIDO and other international organizations; it implies the plan of digital economy development, expansion of international information exchange, innovations introduction and information development, protection and security of intellectual property, and innovation ecosystems creation. and security of intellectual property, and innovation ecosystems creation.

27 September 2016, the official delegation of the diplomatic mission of the Turkish Republic visited the headquarter of the International Center for Scientific and Technical Information (ICSTI).
At the meeting with the Director of ICSTI, Mr. Evgeny Ugrinovich, Deputy head of the mission of the Turkish Republic in Moscow Mr. Cenk Uraz were discussed the issues of deepening of cooperation of ICSTI with specialized centers of Turkey in the field of exchanging and development of innovations, as well as the participation of official representatives of the country in the meeting of the Committee of Plenipotentiary Representatives of ICSTI in Cape town (South Africa).
The parties exchanged their opinions on the future plans of the partnership and agreed to continue expanding and strengthening mutually beneficial relations

On September 14, 2016, a Memorandum of Cooperation between the Interstate Intergovernmental Organization “International Centre for Scientific and Technical Information” (ICSTI) and the Republican State Enterprise “National Center for Technological Foresight” of the Republic of Kazakhstan was signed. The Memorandum implies support and cooperation development in scientific, technical, and economic areas.

National Center for Technological Foresight is a leading enterprise of the RK preoccupied with interindustry exchange of scientific and technical information, including innovative technologies. The Center renders information-analytical support to innovative projects and promotes the cutting edge R&D and engineering results commissioning. Other important lines of Center’s activity are expansion of cooperation with foreign organizations in the fields of science, technology, education, and economics and creation and rendering assistance in creation of a database on foreign and national innovative and scientific developments, as well as participation in preparation and discussion of the project of International Innovation Promotion Platform creation.

Stage-by-stage development of a mechanism of access provision to ICSTI member countries’ information resources for national organizations is considered to be the first steps toward implementation of the main points of the Memorandum.

The 2nd international workshop “Russia-ASEAN Energy Dialogue in the Field of Renewable Energy and Clean Energy Technologies: Prospects of creation of Russia-#ASEAN expert-analytical and consulting network in the field of renewable energy and clean energy technologies” was held at the International Centre for Scientific and Technical Information (#ICSTI) on April 19-21, 2016. The workshop was sponsored by the Ministry of Energy of the Russian Federation, Ministry of Education and Science of the Russian Federation, and ASEAN Secretariat. Representatives of 9 ASEAN member countries, deputation of ASEAN Secretariat headed by Ms. Rabiah Al Adawiyah T. Hussein and the representatives of the Ministry of Energy RF, Ministry of Education and Science RF, and members of scientific and technical community of Russia participated in the workshop.

Organizational and technical support of the workshop was rendered by the Scientific Research Institute – Federal Research Centre for Projects Evaluation and Consulting Services (SRI FRCEC) and the Non-Commercial Partnership “Innovatika”.

The representatives of scientific and industrial organizations and executive bodies like Boreskov Institute of Catalysis SB RAS, INSET Inter-Branch Scientific and Technical Association, South-Ural State University, Scientific Research Institute – Federal Research Centre for Projects Evaluation and Consulting Services (SRI FRCEC), MPEI National Research University, and other Russian organizations, have taken part in the workshop activity. ASEAN member countries’ organizations participating the workshop were the Ministry of Science and Technology (#Myanmar), Ministry of Mineral Resources and Power Engineering (#Cambodia), Indonesian Institute of Natural Sciences (Indonesia), Ministry of power Engineering and Mineral Resources (#Laos), Ministry of Science and Technology (#Malaysia), Power Engineering Department (#Philippines), Ministry of Power Engineering (#Thailand), and Ministry of Science and Trade (#Viet Nam). More than 80 participants from ASEAN countries attended the workshop.

During the workshop, Russian and foreign scientists/experts have discussed the newest achievements in the field of renewable energy production methods and clean power engineering technologies.

The participants highly appraised the efficiency of the workshop and its usefulness for cooperation development not only in the field of power engineering, but also in other areas.

ICSTI joins the Association of BRICS Research and Education Centers

The conference «Pressing Issues in Global Studies: Formation of a Polycentric Model of the Modern World» was held at Moscow State University on May 24-26, 2016. Within the framework of the conference the decision was taken about the establishment of the Association of BRICS Research and Education Centers. The first session of the Conference, at the Fundamental Library of MSU, was attended by the ambassadors of BRICS countries, leaders of Russian Academy of Sciences, and also by the heads of higher education institutions and scientific centers of BRICS countries.

The participants confirmed the importance and actuality of establishment of the Association as a platform for communication of the leaders of science-and-education communities, discussion of advanced experience in education techniques, new trends in science and technology, and new joint R&D- and humanitarian projects formation. The participants view the Association as the informal social contribution of BRICS countries’ scientific and educational organizations into the development of cooperation within the Group.
