I'm currently working on a project with my students on world building, and I'm interested in helping anyone who already has or is working on a RP environment to create a history, character profiles, world structure, etc.  I am not a builder, but I'm a creative writer.

Steampunk Metropolis, A Corporate City State on the Hypergrid
A few days ago I posted a topic on the Steampunk link here in G+ Opensim Virtual which included an Steampunk art work posted by +Consuelo Petrocca which I re-shared as an inspiration image suggesting it would be a fantastic idea to build a Steampunk Metropolis on a standalone for role play. The picture was of a Steampunk monorail type of tram and I envisaged an overhead tramway meandering between high towering buildings where airships had moored to disembark passengers. My vision was to build a city state like this based on Steampunk ideas together with Cyberpunk (Blade Runner) influences too. It would be a city where the privileged elite (the corporate share-holding families) lived in the towers and commute by tramway or high suspended walkways spanning the void between the towers. I thought of Fritz Lang's Metropolis with the workers living at street level and in deep underground tunnels and caverns with a small army of cyborgs controlling the streets and tunnels and essentially keeping them from becoming choked with rubbish and human waste (the city should depend on recycled resources to an extent), which included policing and enforcing the draconian city laws where the only punishment was assimilation - in other words to be converted into Cyborgs!

+Chibo Ryder +Shin Ingen +Oshi Shikigami  and +Per Eriksson  expressed an interest in developing this theme as a community project so, as promised and a little late, I worked out some more detail and I am presenting it here as a basic plan to chew over before taking it any further. I also cobbled together the image from lots of bits of Steampunk and Metropolis backgrounds to get the essential idea of what the city might look like. The art work is not copyright nor is it a commercial product. It is built up using images in the public domain but, in any event, the art is substantially altered and no claim of ownership is made, and no infringement intended, on any original art works. Fair use is assumed.

My thoughts were to build the city on an Opensim standalone and invite anyone who is keen on role playing and into Steampunk and Cyberpunk ideas to help with the design and building and then be willing to play a part in whatever storylines that might be developed. To that end I wanted to try and work out a good basic description of a dystopian city state, its people, its economics and the powers that be. My thoughts were that a ruling elite, the "shareholders" of the corporation (just the one all-powerful corporation) direct the entire operation of the city, its industry and commerce, through an executive board and a managing director or CEO who is effectively the president of the city. The directors are in turn answerable (up to a point) to the equivalent of a Roman Senate or, to put it rightly, a shareholders occasional meetings. The share holders are the leading families ( much like ancient Rome) who live in the high towering penthouses enjoying splendid Victorian luxury and are waited on hand and foot by an army of human and cybernetic slaves.

The city streets far below never sleep, they are a bustle of activity where all manner of low life criminals, drug dealers and prostitutes rub shoulders with impoverished workers who toil for a pittance in dangerous and filthy conditions to feed themselves and their families. The criminal gangs extort protection from the workers and street traders, and frequently battle for territory against other gangs. The only law is that enforced by the cyborgs who are part human and part machine controlled by a central brain of sorts - this is Steampunk so the brain is based on a kind of Babbage difference engine and a valve based computer of sorts. The cyborgs conform to the hive mentality where everything they do is recorded in the central computer which in turn directs the cyborgs to their next task which, is mostly concerned with keeping the filth and rubbish down and recycling. There are, of course, human directors in a small, better paid, agency of middle managers answerable to the corporation executive. They pride themselves on carrying out their orders with ruthless efficiency when it suits them. When trouble breaks out or there is any rioting or attempt to storm the towers the managers move in with armies of cyborgs to quell the troubles. Those unfortunate enough to be captured and not killed will always end up cyborgs which means mindless slavery in one form or another depending on gender. Female slaves usually end up serving the shareholder families or become little more than sex slaves in many cases.

There is a Workers Liberation Organization (isn't there always?) which has long been outlawed and rendered largely ineffectual due to frequent raids when the corporation learns the whereabouts of their current hideout. The WLO also acts pretty much like a criminal gang itself in order to function at all at street level. They have to finance their activities earning protection money and is the only way to afford weapons which are the most valuable commodity on the streets due to scarcity. Although the WLO acts like a gang they do have a much more benevolent attitude to workers naturally but they frequently find themselves in conflict with the criminal gangs of course. However, they are, none the less, adept as forging shaky alliances which helps to keep the peace between them.

The corporation owns anything of substantial value including all transport which consists mainly of the tramway and a fleet of airships. They own the tower blocks of course and merely tolerate squatters who set up their makeshift businesses at ground level under the shelter of the towers. The traders have turned the streets into a bustling hive of activity with neon lights flickering through the smog which the dozens of clanking steam engines billow out. There is every kind of trade imaginable and interspersed amongst the trader shacks and stalls are the many drinking dens or makeshift clubs which deal in every kind of vice if you have got money. The merchants trade in everything and anything they can get hold of and a good 80% of what they do trade is smuggled into the city through underground tunnels that stretch for many miles in all directions and, of course, most of the tunnels are controlled by the gangs. Legal imports and exports are subject to taxes imposed by the corporation which can be quite heavy so illegal trading is lucrative for the most part despite the risks. In any event, the middle managers are happy to accept bribes to turn a blind eye.

The technology is raw steam power and primitive electricity generation. Radio works after a fashion and even television up to a point but only the shareholder family's receive it and it is essentially piped propaganda glorifying the corporation and long commercials advertising their products. There are big valve based mainframe computers too which the corporation operates and are used to control just about everything and especially the cyber workers and slaves. There are many experiments taking place in the corporation laboratories and in true feats of mad science some rather amazing discoveries have been made (this is alternative history!) and it frequently leads to unfortunate accidents too. Of note, is one experimental craft that was built and lost when it disappeared into the aether never to be seen again! But, undaunted by the mishaps, the lab still works on the project under considerable pressure from the executive to get results. Another project that is making a little more progress is the development of a means to transfer human tissue and even live animals from on place to another seeming to disappear and reappear. Ultimately, the objective is to re-locate to another planet with a more forgiving climate since the Earth long since lost the battle against climate change and the polar ice melted away to nothing which resulted in raised sea levels and only remote islands to which the remnants of humanity cling onto life in it's city states.

Trade with other city states is possible but there are few ships big enough to carry substantial cargos and, in any event, few cities have surplus produce enough to conduct a lucrative overseas trade. The ships that are available are either sail ships or steam powered but fuel is in short supply anyway thus there are few ships plying between the far flung islands and the distances are too great for airships to risk a long voyage beyond the islands that might make up its home archipelago.

Now I have established a basic description of the dystopian city state we might seek to build as a community project it might serve to explain the virtual setup. I envisage a standalone instance with a 16 region mega or variable region which should be terraformed to create the main island on which the city state stands and some smaller islands serving one way or another. My hope is that eventually, if the project is successful, that it will play host to regular role play activity  and possibly that will encourage others to set up their own standalone and a separate city state to trade and interact across the Hypergrid with our own in similar way that takes place in Second Life where many RPG's engage in combat and raiding. All that is required, apart from avatar clothing, virtual accessories and props, is a common combat Meter/HUD that all island groups use and a common set of rules that players conform to.
