The MIT Media Lab (Human Dynamics Group), Brooklyn Law School (BLIP Clinic), UMKC Law School, and KCMO are working together in a semester long Legal Hackathon.  The following Google Hangout Ashley Hand talks improving the process around Business Permits and issues around the process.  It has good insight into both process issues and legal issues that need to be modernized.

What would be the ideal UX flow:
Flow 1
Take a picture
Open the 311 app
Select the picture
The app pulls the lat/long from the picture
Enter info
Provide optional contact info if you want feedback
Send
App retains my contact info for next time

Enter info
Take a picture
Provide optional contact info if you want feedback

See the status of recent issues you submitted
Move those issues to hidden if desired
See the status of issues reported by others

Problems the City may have to prevent or alleviate:
A lot of anonymous rants
Inappropriate pictures
City may desire the ability to disable the app after it is obsolete
City may desire to block specific users from using the app if they have been abusive

Come to our next meetup Monday, March 24 at 6pm and give your input to design a 311 mobile app for Kansas City.  Over the past few months we have looked at the available data, and have looked at some other cities' applications.  Monday night we will take all of the ideas that have been talked about and determine what will be implemented and how.
