Sigh.

What a meaningless and pointless discussion.

In general, aid should always be conditional, linked to changes in behaviour, and most aid should be tied to efforts to encourage responsible procreation.

The entire food stamp program does not need to exist, could be eliminated, if the government would just commit to ensuring responsible procreation. Some people would slip through the cracks, of course, and the solution for that is to ensure that every community has a free kitchen, well-stocked, where anybody can go and cook up a nutritious meal, or have one prepared for her.

In a more ideal society, no one should have to "apply" or "qualify" or an "aid program", because all basic material needs should be provided by the government. 

It is the 21st Century. We have the technology and resources to accomplish this.
