Who Owns What?

When it comes to plans of subdivision it's not always easy to understand where the boundary between private property and common property lies, even for those of us in the industry.

Fortunately, the Victorian Department of Sustainability and Environment have an excellent document that helps even the uninitiated understand the boundaries and will, hopefully, reduce the frequent misunderstanding as to who pays for repairs and maintenance, the Owners Corporation or the lot owner.

Living in a strata community brings with it certain obligations, and not only for the lot owner; tenants are also bound to observe a set of basic rules.

All Owners Corporations (formerly known as body corporates) have rules for the control, management, use or enjoyment of common property and lots. These rules cover day-to-day issues such as parking, pets and noise.

Every Owners Corporation will have, as a minimum, the Model Rules. Larger, more complex building will often also have their own Special Rules which must be registered with Land Victoria to be enforceable. If your Owners Corporation does not make its own rules, a set of model rules outlined in the Owners Corporations Act 2006 applies.

We know most of you will say that growth, of any form, in China is of more significance than growth the US, but a strong growth in construction spending in what remains, for the time being at least, the world’s largest economy is a good indicator that the basics of the US economy are showing some improvements.

WASHINGTON (Reuters) - U.S. construction spending rose to its highest level in nearly five years in November as a surge in private construction projects offset a drop in public outlays.
