UV filter 3-Benzylidene camphor will be banned for use in Cosmetics, which are added to the Annex II “List of Substances Which Must Not Form Part of the Composition of Cosmetic Products”.

However, the ban is only applicable for new cosmetics. Existing brands and products won’t be removed from sale. Animal testing for medicinal clinical trials, medicinal drug development and medicinal studies can be conducted as always.

However testing reports could be a big problem for manufacturers/importers applying for modification. At present almost all the accredited testing institutions do not conduct related testing according to the new Standard, so the testing reports may be unacceptable by the CFDA.

The most significant change to the new regulation is the permission of marking SPF > 50 and PA ++++ on labels. In the past cosmetics can only be indicated by SPF > 30 and PA +++ even if the actual measured value is higher, which doesn’t align with the international standards.
