So if everything is working right, you'll see one of two types of cursors as you hover over an item.  An up/down cursor which allows you to sort the list and a 4-way arrow which allows you to drag outside the sorting area.  The 4-way arrow "zone" is around the edge of an item.  If you don't see any cursor change or can't get it to switch between the two, then maybe there's a browser issue.  I just tested on FF 29 without any issues.
