Your best bet is probably to nerf Flash, only running it when necessary from trusted sources. The NoScript plugin for Firefox does this by default; you click on the region containing Flash content, and it asks you if you want to let it run. If you say yes, only that component is run.

If the public can't even understand a basic chemical formula, then it's probably hopeless to think they'll understand the more complex issues that are typically involved in public health, like complex dose effects and ambiguous epidemiology.
