The UN's change in stancw on their role in the cholera epidemic is a monumental step towards making things right with the victims and the people at large.

As for paying out? While my answer would be an emphatic "YES, THEY MUST PAY!!", we still have to work through the machinations of the US legal system to force such an outcome.
