More interesting than the headline would have you think.  I've always thought this would be a great way of anticipating wind-shear at airports, have a small fleet of drones that can lead a landing aircraft and supply its autopilot with wind-shear input.
As it turns out, this odd couple makes for great collaborators.

Seems sensible to me. But the journalist who wrote "the cost of building a drive-by-test system wide and robust enough to keep an eye on the emissions health of the entire U.S. auto fleet could run into the billions" does not understand statistical sampling; the existing OPUS system is clearly adequate to catch the VW kind of cheating IF ANYONE IS LOOKING FOR IT.

Introduction
Bill Woodcock is Executive Director of Packet Clearing House, a non-profit research institute dedicated to understanding and supporting Internet traffic exchange technology, policy, and economics. Bill entered the field of Internet routing research in 1989, while serving as the network architect and operations director for an international multiprotocol service-provision backbone network. In 1993 and 1994, Bill was one of the founders of Packet Clearing House (PCH). In that time, Bill has helped establish more than one hundred and fifty public Internet Exchange Points in Europe, Africa, Asia, and the Americas. He continues to serve on the boards of, and provide ongoing technical and policy advice to many of these institutions.
