Netbook with depth sensor is on the way it seems. But from description it's not Kinect. Kinect use one IR laser and one IR camera, and project dense pseudo-random pattern.
String of sensors and LED/Lasers looks like more primitive structured light system - instead of tens of thousands pattern point it has only low-tens pattern points.
There is possibility that each light source project not point but line - in that case it will be able to get some nontrivial depth information, though still not so good as Kinect probaly. But that option is not likely - in that case there would be one camera, not string of cameras/sensors on top,
Guess manufacturers were unable to secure license to PrimeSense technology. Power requirement are not likely the reason, considering handheld laser picoprojectors have enough power for colored video.
