Swaraj - A concept of the lateral government, leveraging of governance through participation of people directly in
As recommended by my a railway colleague and a close friend Manoj Jindal, who works and lives in Ahmedabad. I read the book Swaraj by Mr Arvind Kejariwal , just finished the book.

Certainly what Mr Kejariwal talks in the book makes a pretty sense.He talks about the lateral governance, he talks about the true transfer of the power of decision and its dispensation directly to the people, the stake holders.

I also agree that the domains of governance which affect the life of general people directly, such as sanitation,school education, health ,local water resources and their management , housing , the management of the food grains can certainly be managed and governed more effectively, efficiently by the people locally , to their own end than being managed linearly and from the top of the government.

Certainly he has taken many practical experiences and ideas of various NGOs working in various fields of service to the people and tries to highlight the real difficulties being faced by the general public in present set up of the governance and management sitting at the top of the people. It validates Mr Kejariwal's credentials for his well awareness and deep undersranding of the people's problems and the their root causes.

But only I disagree with him for his biased opinion against the government officers and officials, and his shifting the cause of the this poor state of affair of the villages only to the govt officers and officials , it feels from his tone in the book like he nurtures certain grudge and skepticism against the govt officers and the officials.

In my understanding , just he is trying to see the cause of the prevailing problems as a simpleton. I feel the cause of these problems are not so simple, they are deep rooted very much in the society itself. It is not that the earlier governments, central as well as the state governments and the politicians have not been sincere about the local governance and shifting of the power directly to the people, in fact , as mentioned by Mr Kejariwal also, PESA has been very much in the same direction only. At least for the states like UP and MP, which I know personally, can say that a lot of power has already been transferred to Panchayats , especially in regard to sanitation , village road , school building , even appointment of subsidiary school staff lije siksha mitra, the health workers etc. , the Public distribution, the ration shops, but experience says, rather the things improving, the situation, the state of the affairs and the corruption in the governance of things locally, has only deteriorated and worsened.Even to the extent , the participation of the criminals and corrupt practices in the gram panchayats and local body elections has been noticed to be kind of worst and more rampant than that practiced and prevailing in the election of assembly and parliaments members, the highest echelon of law making of our democracy . And I dont think any blame in this regard goes to this just to the government officers and officials , but the general public and the very people themselves are responsible for this poor abd alarming state of affair, when they vote and support their representatives only in the name of cast, creed, group and religion.So value based working and improving upon the people and society as a whole is equally important , along with the desired change in governance and the desired transfer of the power directly to the people.

However, inspite of the challanges, its not that everything is grim. As Mr Kejariwal describes in his book, there are many good examples of individuals as well as the institutions , who have worked through the people locally to change of the things very successfully , especially in the field of education, health, water, afforestation and water bodies and environment protection , social harmony. And certainly there is possibility to change and transform the things for better , as dreamt and mooted by Mr Kejariwal in the book. And nobody can deny and disagree that true power of change and transformation lies with that person only, who is herself affected of the current situation and the state if affairs. So certainly Mr Kejariwal makes a very valid point and it makes a high sense what he says for transfer of the actual power of the governance directly in the hands of the people, the gram sabhas in villages and the mohalla samitis in towns and cities. Only challenges I see that are in the processes and mechanism of the local governance, to ensure their quality, efficiency and effectiveness , accountability and freedom from any hanky panky in the management there in local governance by the very local people and their representatives.

It may look easier said than done to transform and change the current poor situation of things , but I agree with Mr Kejariwal we cant sit idle to accept the existing bad situation just as our fate, we are supposed to give our best effort and try , lets hope for changing and transforming the things to better, for the growth and prosperity of the people, society and the nation. सर्वे भवंतु सुखिनः ।

I highly recommend to all my friends this book 'Swaraj ' by Mr Arvind Kejariwal. I purchased it online on Flipkart ebook.
