Investing in our youth, investing in our future; Well-equipped youth will transform Sikkim:CM
March 19: Urging the youth to be the change they wanted to see in society, Chief Minister Pawan Chamling on Wednesday underscored the power of the youth to transform the society for better. “Aware and well-equipped youth are the force that can transform Sikkim and the country,” the chief minister said in his election address to the people of Yangthang and Yoksum Tashiding constituencies on Wednesday.
"The SDF government is investing in youth for building a secure future. The youth should keep aside their personal interest and work together for building a better tomorrow,” he said that the meetings at Karki Dara in Pelling and Chongrang. “All outstanding loans to the youth will be waived to enable them to utilize their resources optimally in their respective ventures,” he said, adding that “the panchayats will also be given with free laptops in order to boost their efficiency in their day-to-day work”.
Commenting on the Sangha assembly seat, the chief minister said: “We have fielded Palden Lachungpa from the Sangha but he is not keeping well these days, hence there is a doubt whether he will be able to recover fully and contest in the election. If need arise we have Sonam Wangchuk Lama to take over. Till date no one from West Sikkim has been nominated for the Sangha seat. This is the first time.”
"I want to tell all the Lamas that we have done many good things for the community like construction of Gompas etc. In future, we will construct more Gompas. Our top priority will be to bring back the Karmapa to the throne of Rumtek. The Central government is unable to send the Karmapa due to their own reasons but we are constantly making our efforts to consecrate the Karmapa to the seat of Rumtek. I appeal the respectable Lamas not to lose heart. You all are our Guru. We will definitely succeed in our endeavor to bring the Karmapa back to Rumtek,” he added.
The chief minister also highlighted the popular programmes of the SDF government over the past 20 years which has made Sikkim on of the best government states of the country. “Compare the present Sikkim with the old Sikkim. There has been all-round development in the state,” he said. He urged people to vote for the SDF party so that it can build Sikkim into a modern state, like Switzerland.
"All the state building works and the social benefits to the people initiated by the SDF government will be continued in the future. Policies like free domestic electricity, better salaries and pension for the government employees, panchayats and others, better government schools for education, loan facilities to youth, development of different industrial sectors, tourism, better roads, railway and
airport network and safeguarding the rights of Sikkimese etc. are out top priorities,” said the chief minister.
Commenting on SKM’s indecision to declare its candidates, P.D. Rai, the SDF candidate for Lok Sabha, said "If they can’t get this straight how they will get anything straight.”
Exuding confidence that the youth would come out in full support of the SDF in election, Rai said, "The youth will support SDF because the future depends on the continued peace, security and development. More jobs will be created in tourism and other industrial sectors. Peace and security are the necessary conditions for these sectors to flourish.”

SDF releases election manifesto
March 19:  Sikkim Democratic Front on Wednesday released its election manifesto in a press conference held at its main office in Gangtok. The manifesto gives especial focus on youth-oriented and rural development programmes. Releasing the document, which is made in the form of a booklet, party spokesperson Bhim Dahal said that especial emphasis is to programmes that will bring qualitative development.
Besides Dahal, party spokesperson K.N. Rai and other functionaries of the SDF were also present at the press conference.
Manifestos were handed over the manifestos to the reporters.
The highlights of the manifesto are:
Security for Sikkim and its people has been the first priority of SDF. This will be maintained and at no cost will it be compromised with.
*Sikkim will continue to be ruled by Sikkimese.
*Article 371F of the Constitution has been fully protected and shall be maintained to safeguard the interest, rights and custom of Sikkim and its subjects.
All constitutional provisions that facilitate the safeguard of special status of Sikkim are duly kept secured and shall be constantly maintained.
Providence of security to the Sikkimese tradition, culture and interest has been our government’s political stance since the inception. The party shall always stand firm in this.
*Our government got the Sikkim subjects, exempt from paying the Central Income Tax. This has further strengthened Sikkim’s constitutional ‘special category’ status. We will always maintain this policy of providing such unique and special status to Sikkim and its people. Those like old traders, employees and others involved in various forms of trade and profession will also be brought under the purview of tax exemption.
*All the rights of Bhutia-Lepcha community are under safeguard. The socio-economic, cultural, traditional, political, educational, linguistic and constitutional rights of the BL community are and shall be fully protected.
*Our government accorded the Primitive Tribe status to the Lepcha community in the state level. Now we will expand the status in the National level.
*The Revenue order no.1 and all such old laws have been kept secured by our government and will continue to be safeguarded.
*As per the recommendations of the Burman Committee, the SDF government is in a mission to make Sikkim a Tribal state. This is our policy and we are constantly striving to achieve the same.
*Our government has been successful to accord the Tamang and Limboo community, the tribal status in national level. Reservation of seats in the Bidhansabha for the community is in the political programme of the SDF government. This shall be achieved in the forthcoming SDF governmental tenure.
*To further strength the system of representation in equal ratio, the SDF government has put forth the demand to increase the number of seats in the legislative assembly to 40 and 2-2 state representatives in both Lok sabha and Rajya sabha.
*Expansion and broadening of the national highway is being carried out on a war footing. The Central government has acknowledged our demand for construction of alternative highway so that the people of Sikkim move unhindered and with ease and be constantly connected with the rest of India. Our efforts will be on to complete the qualitative work of highway connectivity.
*The Central government also gave a nod to our demand of rail connectivity with Sikkim and infrastructure for the same is being build up which is in the preliminary stage. The SDF government in its next term will fully connect the state with railway lines.
*Our demand for air connectivity to be in unhindered touch with the rest of the world is being acknowledged and construction of runways and airport is underway on a war footing. In the coming fifth term of our government we will successfully complete the air connectivity.
*Circular road will come up in Gangtok.
High quality roads will be in place in Sikkim.
* Road connectivity to far flung places that are devoid of road till date will be developed.
Carpeting of kutcha roads will be done.
*Wider road connectivity in district and state level will come up.
*Concrete bridges are built throughout the state and more such bridges will come up at places where necessary.
*Footpath will be constructed from Rangpo to Ranipul.
Gardens and parks will be constructed in every markets and town areas.
Our Government was the first amongst the Northeast State to introduce the ropeway system. This will be further expanded to other regions of Sikkim.
*Quality of education will be fine-tuned from the primary level.
*The state will establish its own education board.
*Computer education, moral science, environmental studies and provision to effectively address emergency situations are made mandatory in school. This will continue to be practiced.
*Separate departments for school level and higher level education under the Human Resource Development Board is being sought in order of efficient and smooth functioning of both.
*Churpi factory is being set up
*Large scale egg production to start
*Trade of all animal husbandry products to start
3 Display centers in relation to Animal Husbandry to be setup in Sikkim
Our government has built stadiums in district and in the coming term we will build stadiums in every mahakuma level. All four districts have gymnasiums. Now gymnasiums will come up in all mahakuma level.
*We will train the educated youth to be entrepreneurs in their field of interest after completion of university level education. We will carry on with these programmes.
*We will have our own education board. Keeping in view the unique culture, tradition and history of Sikkim we will have our subjects. The norms, formalities, legalities, manpower and other prerequisites for formation of own education board of a state are being researched and worked at. We will form our own board of education for Sikkim in our forthcoming days of SDF governance.
We will invite renowned educational institutions in Sikkim and set up quality institutions. We are in consultation with the premier educational institutions of the world and taking suggestions for setting up of educational institution of such high caliber in the state.
*We will have our own education board. Keeping in view the unique culture, tradition and history of Sikkim we will have our subjects. The norms, formalities, legalities, manpower and other prerequisites for formation of own education board of a state are being researched and worked at. We will form our own board of education for Sikkim in our forthcoming days of SDF governance.

SDF campaigns at Yoksum-Tashiding
March 19:  SDF workers of Yoksum-Tashiding Constituency conducted election campaigns at Pokhari, Narkhola, Rungdung, Upper Dhupi, Yangtam and Lower Dhupi wards. The party’s GPU in-charge Bhim Bdr. Manger led the campaign on March 17 and 18. He was accompanied by a large number of party workers. The team interacted with the local public and apprised them of the party’s programme and policies. They also appealed the public to vote for SDF party.

19th March: Chief Minister reached Karki Dara in Pelling under Yangthang Constituency to interact with the people.

Greatest asset is peace: Chamling
18th March: Chief Minister in his third day of SDF Poll Campaign at Gyalshing West Sikkim appraise the gathering that the greatest asset is peace and it is only SDF Party that is committed to maintain the prevailing peace and security in the State. 
On the occasion, he also announced the following to be developed in Gyalshing in SDF Party's 5th consecutive Government:
1. Rope-way connecting Gyalshing and Pelling.
2. Double lanning of road along with pedestrian footpath from Gyalshing bazaar to Govt. College.
3. Business Welfare Board to be set up.
4. Circuit House and Car Plaza to be constructed in Gyalshing.

Programs to be implemented in Fifth SDF Govt.
18th March: SDF President led Poll Campaign reached Bermiok-Martam and Dentam Maneybong constituencies on Monday. During his speech Chief Minister announced the following points to be initiated in our fifth consecutive Government:
1. Pension for unmarried women attaining the age of 45 years and above to be doubled from the existing amount.
2. Any orphans having lost both his/her parents shall be sponsored free education by the State Government. 
3. Each and every GPUs across the State to have a play-ground, children's park and a tourism spot. 
4. Distribution of free laptops to Panchayats.
5. Existing Ration allowance for police personnel to be doubled. 
6. Link road to Chiya Bhanjyang and Phoktey to be constructed. 
7. Chiya Bhanjyang to be developed as State's one of the most attractive tourist destinations.

"This election is a battle between good and evil: Chamling 
18th March: Chief Minister Pawan Chamling on Monday called on the people to join hands with the SDF to collectively transform Sikkim into a most advanced state of the country and vowed that his government will leave no stone unturned to achieve that goal. He also said that ““This election is a battle between good and evil.”
"The SDF government will put all its energies to make Sikkim another heaven on earth and this will be possible only with the support of the people,” said Chamling. “All educational institutions, including the government run schools and colleges, will have all the facilities so that the children from all backgrounds and communities can excel in their respective areas,” Chamling said in his address to the people of Geyzing -Bermiok and Maneybung-Dentam constituencies. 
In Bermiok, over 3,500 people turned up, while at Mangmo in Dentam, over 7,000 people attended. A large number of youth and women, among others, turned up at the meetings. Since Chamling began his poll campaign on March 15, more than 10,000 people have been turning up at the venues every day.
Underlining his government’s future plans, Chamling said, “Our task will be to build a prosperous Sikkim. The aim is to make Sikkim an eco-friendly city state like Switzerland and Singapore. We will achieve that by fostering rural development through innovative programmes and by adding to what we have already built in the areas of power,organic farming, water supply and animal husbandry,” he said.
He appealed people to save Sikkim from “goonda raj” and violence. “When janshakti wins, the rule of the janta will be established again. The SKM is a ‘Sikkim Khanay Manch’, ready to gobble up Sikkim.”
He also hit out at Golay for embezzling Rs. 5 crore when he was the minister for animal husbandry. “Goley was chargesheeted in the case. There are numerous such cases against him. He has looted Sikkim. How he can think of leading the state when he is himself a corrupt person,” Chamling asked.
