The author also has a very nice writeup (http://bit.ly/1aOslAO) on  breaking down the character into more or less complex shapes and assembling it all in CSS.

Pretty crazy experiment just for the heck of it - my kind of crazy :) Otherwise using something like SVG might naturally be a wiser choice.
