NEWS - United Alloy, Inc. (UAI) is coming to Harvard. UAI produces the highest quality leak-proof metal fuel tanks, reservoirs, skids, frames, chassis, trailers, heavy metal fabrications, and complex weldments. In order to move forward with this project, UAI needs to hire no less than 20 full-time and experienced AWS D1.1 MIG welders who reside in and near Harvard to support the new facility. UAI wants to hire local Harvard area welders now and will employ them at their Janesville, Wisconsin Headquarters until a local facility is built. UAI intends to provide dedicated bus services to bus welders from Harvard until the Harvard location is completed. Experienced welders should apply for immediate employment with an expectation that they will be employed locally in Harvard in the future. In order to help meet this demand, the City of Harvard and UAI are partnering with McHenry County College (MCC) to create a training program for persons who are seeking a career in welding with UAI. MCC is preparing a training class to train potential welders in the skill of MIG welding. The course will take approximately 8 weeks. Graduates of the program who are able to pass UAI test requirements would be hired by UAI. New Graduate hires will then work under an experienced welder in a Mentoring Program for approximately 8 weeks at a lower pay rate. After completion of the Mentoring Program and having gained the skills and confidence to be a welder with UAI, they will be promoted to a welder and their pay will be increased accordingly. Welders start at an hourly rate of $18.50/hour. A $3.00/hour shift differential premium is paid to 2nd and 3rd shift welders.

The City of Harvard will host an Open House to learn more about UAI in the coming weeks. Individuals who are interested in entering this training and mentoring program should plan to attend. Census Tract 17111870301 (Chemung Township west of US-14) has been designated an Opportunity Zone by the State of Illinois. This should prove to be a big incentive to encourage commercial and residential development in Harvard. Rules related to opportunity zones and the funds that invest in them are still be developed by the U.S. Dept. of the Treasury. The HEDC is working with the City of Harvard to capitalize on this program and we will share more info as it becomes available. Here's what we know so far:

Opportunity Zones and Opportunity Funds are a community development program that was created by the Tax Cuts and Jobs Act of 2017 to encourage long-term investments in low-income urban and rural communities nationwide. The Opportunity Zones program provides a tax incentive for investors to re-invest unrealized capital gains into Opportunity Funds that are dedicated to investing into eligible census tracts in Qualified Opportunity Zones. Qualified Opportunity Zones retain their status for 10 years.

Federal (IRS) rules related to zones, funds and reporting are expected to be finalized this summer. Administration of the Chemung Township Opportunity Zone will be overseen by the City of Harvard and McHenry County, which must establish local rules.

The U.S. Department of the Treasury is working to complete federal guidelines for Opportunity Funds, which will be funded by individual investors. Qualified Opportunity Funds will have the ability to make investments within a Qualified Opportunity Zone. Investors in Qualified Opportunity Funds will receive a tax benefit in the form of deferred capital gains on any prior gains until Dec. 31, 2026 if the gain is reinvested in a Qualified Opportunity Fund. Another national brand is coming to Harvard!
The City of Harvard is pleased to formally announce that Burger King will open at 301 S. Division Street. The Franchisee, Statny Foods, Inc, contacted the City of Harvard in the Fall of 2017 in pursuit of the property located at the corner of IL 173/Brink Street, and US Rt. 14/Division Street. The City has been networking with the Franchisee until they were able to secure the property. The company closed on the property a couple of weeks ago and submitted their application for building permits today.

Statny Foods owns 3 other Burger King Restaurants located in Carpentersville, Elgin, and Sycamore. They look forward to coming to the City of Harvard and serving our community. The building for the Harvard Burger King will be renovated to conform to Burger King elevation standards as shown in this rendering. Barring any unforeseen issues, the restaurant anticipates an early October Grand Opening. The store will be hiring 40-50 employees which will be a mixture of part time and full time employees. Applicants for manager positions can start applying within a few days. A sign will be posted on the property for application information. The June 26 deadline for developer submissions is approaching. Please share this with anyone who might be interested in a great opportunity on the north side of Harvard, IL. Options include sale, lease or partnering. "The City of Harvard received a generous gift of approximately 8 acres of prime commercial property with US Rt. 14 frontage on the north side of the City. The property is located just north of Northfield Avenue, behind the Shell Gas Station, the State Bank Group (Harvard Savings Bank), and Dollar General and has frontage on US Rt. 14 just north of and adjacent to Dollar General. The City has created and published a Request for Proposal for development of the land with an emphasis on a full-service grocery store, although other types of development will be considered. Mark Stricker is a founding member of the Harvard Economic Development Corporation’s Board of Directors and its immediate past Treasurer – a position that he held from 2001 to 2017. The HEDC was founded in 2001. Mark remains an active member of the HEDC Board.

Mark is the Managing Principal of MAS Development, the developer of Arrowhead Industrial Park. The first lots were developed in Arrowhead in 1981. Mark founded MAS in 1988. Prior to that, he spent three years at the Chicago Board Options Exchange.

Mark is also a partner in Rush Creek Distillery, a craft distillery which opened in Arrowhead last year. Mark has always been active in the Harvard community. He is a former member of the CUSD50 school board, a member of the Harvard Lion’s Club and a member of the Harvard-Woodstock Enterprise Zone Advisory Board.

Mark holds a bachelor’s degree in Urban Land Use Economics from the University of Wisconsin-Madison’s School of Business. A Harvard native, he has lived most of his life there with his wife, Kim, and their four children.
