These are all good points. With respect to the Privacy Policy, I'll also add that too many site owners just cut and paste a privacy policy from elsewhere on the web, and it ends up having no bearing on what they're actually doing in practice. That can be a source of big problems for a business. The FTC has hit some businesses hard for not following their own Privacy Policies. So when you develop one for your web site, don't just cut and paste one. You can use other Privacy Policies as a template or example of the kinds of things you need to be thinking about, but it should be tailored to your business and to what you're actually doing in terms of privacy and handling data.

Some fees are definitely too high for entrepreneurs. But, if someone doesn't have $200 to file paperwork, maybe they're not financially ready to start any business.
