A federal appeals court decided that former Defense Secretary Donald Rumsfeld cannot be sued over a former government contractor's allegations that he was tortured while detained by the U.S. military in Iraq.

Though the court decided against creating a new category of cases in which government officials can be personally sued, the contractor's attorney vowed to push the case to more appeals court judges and possibly the Supreme Court. #GovCon

The campaign staff of Mitt Romney told AP that the three main ways he would seek to help small business contractors as president would be ending favoritism, reversing the executive order requiring agencies to use union labor on large projects and repealing the Davis-Bacon Act. Staff for President to Obama pointed to the creation of an Interagency Task Force to create stronger rules around small business contracting requirements, the QuickPay system and an unprecedented small business outreach program last year.

February 9, 1943 is the date President Franklin D. Roosevelt issued Executive Order 9301, requiring all employers in 32 areas to shift to a minimum 48-hour workweek for the duration of World War II. Since most affected workers would receive time-and-a-half pay for every hour worked over 40, the measure essentially added eight hours of mandatory overtime, with the purpose of increasing manpower and production for the war effort.

January 27, 1939, was the date of the first flight of the prototype of the Lockheed P-38 Lightning, the most successful twin-engine combat aircraft. A flap failure almost made the flight a disaster, but test pilot Lt. Ben Kelsey was able to save it.

Needless to say +Lockheed Martin creates some of the coolest miltoys. #GovCon
