Google has always been anti-tablet apps. Google has long been asking developers to use the whole fragments thing to make your apps automatically scale to whatever type of screen the person is using. From the 7inch tablets to the 10inch ones. The idea is that if you use fragments correctly, you'll have one app that can be used across all devices with minimum effort having to go into designing completely separate apps for different screen sizes.
Taking this in mind, I doubt they want to make it easier to port iPad tablet apps to Android. Plus in the design guidelines, they used to really stress NOT just porting iOS apps to Android or using the same old iOS graphics on Android. Don't know if they still do this in the new design guidelines though.
I'm not a developer, but I did kinda get this from the last two I/Os. Someone correct me if I'm wrong though.
