Hi, I have a question: why soundkonverter package is not available in 17.04?
Is it something related with libraries?

Yes, the KDE4 libraries it depends on were replaced with Qt5/KF5 ones in KDE Applications 16.12.3, so it had to go as it would have been broken and block other newer KDE software getting into 17.04. At the time it seemed as if a Qt5 port of soundkonverter to replace it was not well enough developed (KDE4 version author's opinion), but it now seems it is buildable and ok. So hopefully soundkonverter will make a reappearance in 17.10, and maybe in backports for 17.04.36w
