In your publicly funded institutions you may be "free to teach", but the task you are paid to perform successfully, is to advance your students success, specific to engaging, retaining and graduating your students at the highest levels possible (as close to 100% as possible) empowering them with the skills needed to gain relevant, sustained, employment to become contributing members of society.
Unfortunately, for you, your tuition payers, your employer and society overall the numbers reflect that student success is not being achieved.
Also unfortunate for you, is that 'free to teach" has no direct, positive, correlation to advanced student success, your sole reason for being employed.
The required, mandated, solution, which has copious research substantiation, is to replace the traditional, ineffective and inefficient, one size fits all teaching methodology, with a student centric deep learning, methodology.
The current problem is obvious; teachers rights are more important than student success.
The students rights to a stellar education MUST come first. If they continue to take second place, we must close our current educational system, which is failing our students and start again with one that puts the students rights first.
The words "free to teach" are a call to action; a promise that teaching is a liberating opportunity; a declaration of rights that a teacher can fulfill dreams of, and dedication to, becoming a child's advocate and mentor.
