Proposed changes to GMRS by the FCC (that's all they are right now is proposals) include narrow banding, dropping license requirements, reducing permitted output power (dramatically), and other changes.  See the 2010 proposal here:  http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-10-106A1.pdf
