I just overheard that the only way you get this feature is if someone sends you money.  So in order to send money you need to get money.

They're rolling it out this way (viral) in order to slow the deploy of the feature while the ramp up to support it.  

I just hope that this is one of their soak tests and that they'll eventually allow everyone to use this.
