ICPS (Integrated child protection scheme)
The ministry of Women and Child Development envisages to carve out a broad and comprehensive framework for child protection in the plan set the foundation for creating a strong protective environment for children in India.
Child protection:- a primary responsibility of family, supported by community, government and civil society.
•Loving and caring family : the best place for the child
•Privacy and Confidentiality maintain at all level
•Non-stigmatization and non-discrimination
•Prevention and reduction of vulnerabilities :- central to child protection outcomes
•Institutionalization of children:-the last resort not first
•Child centered planning and implementation
•Technical excellence,code of conduct
•Flexible programming, responding to local individualized needs
•Good governance, accountability and responsibility Approaches
•Promotion of family-based Care:the scheme would pursue a conscious shift to family-based care including sponsorship, kinship care, foster care and adoption.
•Financing: As a centrally sponsored scheme financial assistance from the central Government will be disbursed to the State Government/ UT Administration.
•Integrated service provision - range of services: Through an interface with various sectors, including health,education,judiciary,police,and labour,among others.
•Continuum of services-a feasible care plan for each child
•Community based service delivery
•Decentralization and flexibility to focus on local needs
•Partnership Building and Community Empowerment
•Quality care, standards for care and protection
•Building Capacities
•Monitoring and Evaluation
The ICPS will also provide preventive, statutory and care and rehabilitation services to any other vulnerable child including, but not limited, to: children of potentially vulnerable families and families at risk, children of socially excluded groups like migrant families, families living in extreme poverty, scheduled castes, scheduled tribes and other backward classes, families subjected to or affected by discrimination, minorities,children infected and/or affected by HIV/AIDS, orphans, child drug abusers, children of substance abusers, child beggars, trafficked or sexually exploited children, children of prisoners, and street and working children.

Pradeep Rajanenile law.New Delhi:The December 16, 2012 gang rape in Delhi triggered major changes in criminal laws in India, especially those dealing with rape, but changes in the law dealing with juvenile offenders are still pending. The Rajya Sabha today passed the new law to replace the existing provisions that have been in force since 2000.Here are 10 things you needto knowThe Juvenile Justice (Care and Protection of Children) Amendment Bill 2015 has been passed by the Rajya Sabha today. It was introduced in Parliament last year after public outrage because one of the offenders in the 2012 gang rape case was a few months short of 18 years of age. Thebill had already been passed by the Lok Sabha in May. It now needs the President's assent to become law.Thebill allows for juveniles 16 years or older to be tried as adults for heinous offences like rape and murder. Heinous offences are those which are punishable with imprisonment of seven years or more.The bill mandates setting up Juvenile Justice Boards and Child Welfare Committees in every district. Both must have at least one woman member each.Once the bill becomes law, the decision to try a juvenile 16 years or older as an adult will be taken by the Juvenile Justice Board,which will have a judicial magistrate and two social workers as members. If the board decides against it, the juvenile will be sent for rehabilitation.The Child Welfare Committees will look at institutional care for children in their respective districts. Each committee will have a chairperson and four other members, all specialists in matters relatingto children.The government says itlisted the bill morethan a dozen times in the monsoon session and the ongoing winter session but it could not be taken up due to disruptions. The opposition, led by the Congress, had assured supportto pass the bill today.The bill aims to "consolidate and amend the law relating to children alleged and found to be in conflict with law and children in need of care and protection by catering to their basic needs through proper care, protection, development, treatment, social re-integration,by adopting a child-friendly approach."The proposed law also aims at adjudicating and disposing cases dealing with juveniles keeping in mind "the best interest of the children and their rehabilitation."India is a signatory to the UN Convention on the Rights of the Child which mandates that all children under the age of 18 years be treated equal. The pending bill has been criticised for violation of the Convention.The bill also deals with adoption of children and lays down the eligibility criteria for adoptive parents. Republic india when we look to the future, it seems promising. The unprecedented growth in economy and india's effective presence on the global issues is a testimony of this. India is now riding on the wave of a gigantic boom in the computer-driven new economy. Many developed countries of the world are seeking English speaking and talented software professionals in india. Premier professional Institute like IIT and IIM have become the source of big international corporates'human resources, both overseas and within India.
India is also a nuclear power. Its security concerns have been to some extent allayed by the possession of nuclear weapons, though there is fear of expansive military expenditure to sustain nuclear programmes.
Our culture is influencing the western world in dress, food and festivals. The Indian Diaspora is increasing in economic prosperity and status. The Indian community is a force to reckon within in every foreign land because its co-orperation, advice and help it sought even by the strongest countries of the world.
Though we face problems like poverty, corruption, terrorism, population growth and rising prices, we have the capability to sort out these problems. The 21st century could well belong to india if it fully utilises its resources and expertise. India will prove this in times to come. We have entered this century with global recognition of our importance as a regional economic power.
