Like the idea of a small federal government? What is your minimum list of duties it would perform?

Off the top of my head:

* National defense (Military + NSA + CIA etc)
* Negotiating foreign treaties (department of state)
* Border control (NOT homeland security)
* Courts for cross-state contract/civil disputes
* Law enforcement and courts for cross-state crimes (A much smaller and more focused FBI) along with a small amount of supporting services for state-based law enforcement.
* Courts for enforcing the constitution where it is broken in states (99% human rights). Mississippi can't re-enact Jim Crow, even if it would pass a popular vote. Not for use in "regulating interstate commerce" as a catch-all for whatever-the-hell-we-want.
* Funding/Coordination for cross-state infrastructure (Interstates, trains, waterways)
* An EPA focused solely on limiting the ability of citizens/corporations in one state imposing costs on citizens/corporations in other states.
* A negative income tax to function as a transparent, easy-to-administer social safety net. No federal unemployment, social security or medicare.
* Universal very high deductible ($10k+) catastrophic healthcare insurance vouchers.
* Trade commission to prosecute overt price-fixing and collusion.
* FCC focused solely on allocating wireless spectrum and enforcing that allocation.
* Federal reserve that explicitly targets NGDP and has no discretionary power other than that.

Things purposely not on this list:
* No FTC (they can't stop real monopolies anyway and in the modern economy, those don't last regardless)
* No FDA. States are free to experiment (or just adopt the regulations of another G20 country).
* No web of overlapping social welfare programs. Just one. States are free to experiment.
* No department of education, outside maybe a small role in providing support services for states. States are free to experiment.

I'm a small business owner that delivers business strategy, technology services and products working out of the Indianapolis, Indiana area.  I'm a student of change in the Information Technology world.  I pursue quality by working to get better at everything I do.  I love adventure racing; thinking man's endurance multi-sport.
