Erica this is a very in-depth overview.  Agree with most of your discussion points, especially concerning the planning without a plan, the need for teacher buy-into the technology use plan, and better professional development.  After reading the articles, I have a better understanding of the foundations that technology,  curriculum, or assessment planning need to incorporate to be effective and successful.  Collaboration with all interested parties is the basis for well thought out planning.
