Why Should It Be Illegal to Annoy Hackers?

Some misguided law and public policy experts argue it is wrong or illegal to play pranks on hackers.  They broadly oppose "hacking back," without acknowledging the nuances of the topic.

Those experts need to change.  They need to assign more social value to the devilish tricks that Strand et al. teach in their book.
