Kicking Off A Savage Worlds / Gangbusters Sandbox Campaign (spoilers for my crew)

I'm pitching a powered-by-Savage Worlds Gangbusters sandbox game to our crew. Since sandbox games can be kinda wandery and unfocused, I want a big-bang inciting incident, something that'll get us started tighter than "uh, you're walking your beat, it's a sunny day, what do you do?" I want something that'll contextualize the whole game and give us a thruline.

Note that I want a big bang, but not a battle. GB doesn't give XP for dead criminals or cops (edit: except it does, and maybe I'll change it so that it doesn't.) That is the rule that most informs the spirit I'm aiming for. Escalating to gunplay should be a pretty big and risky deal. (Maybe weakening the Savage rules so that PCs aren't so durable is the right move here.)

So, the kickoff event I've got in my head: Local Gang is an established and prosperous neighbourhood-level booze distribution concern. Invader Gang is an ambitious neighbour. On kickoff night, Invader Gang sends high-dollar elite German stormtrooper mercenaries to burn down Local's biggest warehouse with much of Local's membership and inventory inside. The Germans will deploy from a condemned next-door building, silently garrote the rooftop sentries, chain the doors shut, and drop firebombs (and poison gas grenades?) through the warehouse skylights. The warehouse is a death trap, there are limited exits, all windows have been bricked up, and it's absolutely stuffed with cinematically explosive barrels of high-test grain alcohol. If the PCs don't intervene, everyone inside dies -- including dozens of non-criminal laborers who are just taking a paycheck -- and Invader Gang seizes the turf and leisurely hunts down the stragglers. If they do intervene, anyone who survives will be very grateful.

PC cops will be framed hard into the scene just as the mercenaries deploy. They won't have backup or support from the fire brigade because there's a meatpacking strike that's occupying much of the city's official attention. I'll ask all the other PCs to supply their own motivation for being on the scene. I'll do that a week in advance so that I'll be able to weave whatever they create into the arson. I'm especially interested in what PC non-lawfuls come up with because that's how we can define the outskirts of the syndicates involved and maybe put some personal connections inside the burning building.

I'm hoping to get some good action out of this -- pursuit of the escaping mercenaries! a dramatic fire rescue inside a burning building! But there might also be no action. I want PCs to play to their agendas in this game. They might just stand by and watch, or be unwilling to jump in. In that case, I'll need to have some good followup scenes on hand.

Am happy to hear reactions to this. Don't have many questions to ask people, just writing this stuff down in public to get ideas moving thru my brain.
