Screening bias.  In the 60's, we started to get better diagnostics for spotting thyroid tumors - we can detect them now at a resolution of millimeters via ultrasound.  Prior to that, you only got a "case" when the thyroid started to swell, and many people lived with thyroid cancer for 20-30 years before dying of something else.

Specifically, ultrasound was invented in 1953.

Not to mention, thyroid cancer is entirely treatable these days.

Source: my wife had thyroid cancer, and doesn't anymore.

First: age regulations should absolutely be imposed.  Nicotine is addictive, and you need a certain level of maturity to deal with that.  

Further, some basic regulation on the grade of bases (glycerin and propylene glycol) should happen.  Just require USP grade, and you'll eliminate 99% of the potential issues.  USP grade has strict limits on the worst stuff the french study found.

Last, a little regulation on what flavorants should be allowed and should not needs to be imposed, the rule being that if it's not heat-stable, it should not be used.  It's all well and good to consume GRAS flavorants, but if they're not heat-stable, you have literally no idea what they form once heated to vapor.

Some research should also be done on what's present in the vapor from a dry hit. That is, when you've run out of juice accidentally, the coil still pours heat into the wick; without the latent heat of vaporization pulling the heat away, the wick gets toasted.  It tastes awful, and given that the wicks are silicone, I can't imagine that shit's healthy.  If a dry hit actually contains carcinogens, we'll also need some regulation, at least for prebuilt atomizers, on maximum temperature control.

Now, as to safety: the french study found formaldehyde in amounts similar to cigarettes, and trace carcinogens - a fraction of that in cigarettes.  However, they also found zero: particulate matter, carbon monoxide, cyanides, etc.  Cigarettes contain all of these things, so "safe" or not, they're absolutely safer than cigarettes.  If we care about public health, it is reasonable to tentatively encourage existing smokers to switch over, and continue to do research on long-term health effects.

I say this as a former smoker, current vaper, and enthusiast, vaping exclusively zero-nic at this point.  Some of the better flavors are like having a snack without all the calories.

As I understand it, the systems for using CO2 in a closed Brayton cycle tend to be, in theory, not just more efficient, but physically smaller per watt capacity than equivalent steam-based systems.  Is this true, and can you estimate a ballpark size ratio?

Introduction
Given that I am the physical processes in my brain and body, I don't find arguments that I'm controlled by them compelling.  Experiences go in, actions come out, and the mediation of thought, deterministic as it may be, is still me, and is still only restricted by the boundaries of reality.

Note I didn't mention "free will" - it's because the concept is redundant; unless your brain is hooked up to some controlling agent*, your "will" is "free".

* Actually, there's a species of fluke that can control another species of ant.  That's an enslaved will.
