Guest posts, like any other content promotion method, can be used for good links as well. Blanket statements like this just prove that the method works and Google has no way to discern between good and bad content beyond using standards of writing and multiple sources in its algo.

Only a manual review will pick up that you're doing guest posting en masse and then, what my guess is, you'll end up just identifying PBN's because the mass link builders this message is for would really be posting their content on those types of sites.

Also, this statement is ignorant of standard marketing practice:

"Having the articles published across many different sites; alternatively, having a large number of articles on a few large, different sites"

That's not exactly true is it, because I can be a contributor on HuffPost, Forbes, Entrepreneur and more and have links to my site on a large number of different sites, it's called promotion and branding.

Likewise, I can be only contributing to those sites, and have a large number articles on a few large different sites because I'm establishing myself as an authority.

In the end, I think the entire statement could be consolidated into this:

"Guest posting is a great method to promote your website, brand, and yourself as a writer, however, don't be douche and spam articles all over the net on sites with no editorial approval process because eventually, when someone reports you, we'll manually review your links and potentially penalize you"

Some pretty good articles this week for the roll-up and there is one that I know you will all want to read.

It talks about how to set up Google Tag Manager to auto-populate schema on your websites for product pages. Great for e-commerce, however, if you're a real estate SEO with a little tweaking you can set this up for your property listings.
