So, for a quarter of a century Russia behaved in a way that made many Americans--but also international readers of the Journal--forget what exactly NATO is. However, what Putin has been doing recently seems to make sure that in 10 years everyone from New York City to Los Angeles will know the meaning of these four letters. Of course, I sincerely hope that I am wrong with this forecast.
