In attempt to placate the uprising, Elsevier withdraws support for the Research Works Act. Didn't even change their tenet that caused them to support the law in the first place!: "While we continue to oppose government mandates in this area, Elsevier is withdrawing support for the Research Work Act itself." Makes no sense, then, to not support the law- just hoping to make www.thecostofknowledge.com boycott fall apart by a token act when they saw the law would not be passed anyway.
The "government mandate" is simply a terms of grant funding between NIH and researchers they fund- if you want taxpayer money to do science, the taxpayer has to be able to read the results http://www.elsevier.com/wps/find/intro.cws_home/newmessagerwa
