This situation affects those of us already in the PreCheck program too.  I fly SAN-PHX-SAN at least once a month and as often as not PreCheck is not fully open.  Sometimes the line to the screening area is closed and sometimes it is open but they are not actually doing PreCheck screening - they give you an "expedited screening" pass and you use the regular screening lines, being allowed to leave your shoes and jacket on but having to take out your liquids and laptops.  It seems like the short staffing perhaps makes the TSA pull agents away from PreCheck and so you lose that convenience you went through the vetting process and paid for to get .
