Skills are the one thing in GURPS which have given me the most trouble when it comes to character creation, in that they seem to take up more time than most anything else and during play I find are difficult to track and take up excessive amounts of character sheet space. My solution has been to group all skills into Skill Sets, small non-overlapping (for the most part) groups of skills mapping to specific professions/roles/knowledge areas, that can be bought for a total cost equal to all the skills in that skill set equal to ATT+0, ATT+1, etc. Generally all the skill sets are small enough that at ATT+0 they cost between 5 and 20 points. This is probably not the perfect solution, but it definitely speeds up character creation. I'd be happy to send you the excel file.
