What is a Ruling?
A ruling in RPGs is a one-time, ad-hoc adjustment of the rules to a certain situation in play. Some RPGs provide some freedom for adjustment, some claim to do so and some designers even think, they would get along without them. So in some RPGs a ruling is part of the practice in play, whereas some other rules need to be broken.
