How a €39 euro rent became 75€ for one day! at europcar Ireland

Really bad experience this week-end while renting a small car for one day at europcar ireland: a €39 euro rent became 75€ for one day!
I chose to rent a car for 1 day during the week end because the price advertised on www.europcar.ie was acceptable: ~€39 for one day. (otherwise I would have to use taxi).
There was no proposition for a complementary insurance online.
Then I went to Dublin city center office to get my car.
When I was there I was asked if I wanted a complementary insurance for €26 to cover any damage on the car, without this insurance I should pay until €1200 if any damaged was done to the car. I answered that I was not interested. 
Then the europcar employee told me that they will have to withhold €1200 on my credit card.
I don't have a credit card, only a visa debit. So I was forced to pay for the insurance.
And when I gave my card to pay, the price suddenly became €36,73! 
The employee told me: "€26 is without tax" with the better smile she had.
That's simply unscrupulous: since when, in Ireland do we announced prices without tax?
Second thing: other Rent company does not withhold a franchise on your credit card if you don't want the insurance!
If you don't have a credit card, that's a really unscrupulous way to force you to take a insurance, especially if you lie on the price on the first place: the europcar employee never said the €26 price was without tax!
