Extension button: pageAction vs. browserAction

I develop a Chrome extension and during the process of adding a button I've been struggling with pageAction (button in address bar) vs. browserAction (button on toolbar). pageAction seems like the "correct" choice, according to the official documentation: "Don't use browser actions for features that make sense for only a few pages. Use page actions instead." 

But... I've done some informal surveying, and it seems like almost no one realizes that pageAction buttons are actually clickable buttons. Everyone seems to think that they're non-interactive status indicators.

Does anyone else have personal or user experience with pageActions? Positive or negative?
