John David Stone: "Open source" is simply a means of producing technology -- it's basically a business model. "Free software" is the term you're looking for when you're talking about the social goal.
Wesley Beary: You make a good point. I think that "Free software" has been too closely aligned in my mind with GPL, instead of software as a social goal. I think vocabulary plays a big part in limiting the impact that some efforts have, so I certainly appreciate this insight into how I might better communicate this concept succinctly.
