Introduction
Tom G. Palmer is Executive Vice President for International Programs at the Atlas Network and a Senior Fellow at the Cato Institute.  He earned a B.A. in Liberal Arts from St. Johns College in Annapolis, an M.A. in Philosophy from The Catholic University of America, and his doctorate in Politics from Oxford University.  He has published essays in both scholarly and popular publications and is the author of Realizing Freedom: Libertarian Theory, History, and Practice and the editor of Why Liberty, The Morality of Capitalism, After the Welfare State,and Peace, Love, & Liberty.
