Misha Shifrin: Dear Puranjeet,

Ozone when reacts with organics will destroy them indiscriminately, given that enough of ozone is present to react with organics.

The lower is the ozone concentration the slower is the speed or reaction or what you call toxicity of ozone. At very low doses of ozone, ozone is harmless as to humans as to fish.

In the case of the fish farming due to tremendous amount of organic waste in the water the ozone demand is great. As ozone reaction is very fast most of the ozone is immediately consumed by that reaction with waste, rather than harming fish gills.
Obviously if much larger amounts of ozone are applied the fish will be harmed or even destroyed, so the free residuals ozone levels in water have to be monitored constantly.
This is your "side effect", if ozone is applied incorrectly.

Important to note that ozone first reacts with aromatic hydrocarbons and then with other most difficult organic compounds.

Let me offer you an example of similar to ozone substance hydrogen peroxide H2O2 reaction: If applied to heathy skin H2O2 at lower concentrations will not show that there is reaction with skin. However if you apply hydrogen peroxide to open wound you will notice immediate reaction and white foam created (most likely CO2).

The same way ozone in the water first reacts with waste and then there is none of ozone left to harm the fish.
